These are some potential jobs and what they do.

Racial Leader requirements: The Leader has to be a very active player, preferably one of the most active people on the server. He or she has to be a great roleplayer and good at controlling a large group of people.
A leader has to deal with all the problems in their respected kingdom.
This means handing out plots to newcomers, gather building teams to build what is required for the kingdom like: Walls, sewers, towers, roads, prisons, torture instruments etc.
The leader has to listen to everyone who comes to you with complaints, suggestions etc. and hear them out. example: a peasant comes to the human king wanting to become a farmer because thats what he knows best. He might ask for a big plot of land outside the main city because he needs a large space to grow his vegetation. He might also ask for some materials or help. If there are no nearby farms by the city he wants to live by, it would be a good idea to give him what he asks, as long as he sells the majority of his outcome to the city and donate some to food the guards and other people hired by the leader.
If you are doing a bad job as a king someone who holds a grutch against you might save up a lot of iron/gold to pay for your assassination. So being nice to people also pays off, and as a leader you might want to have guards around you when you are outside your “city”.
you determine the rules of your kingdom, e.g. only Guards are allowed to wear armor inside the city walls, as long as they don’t collide with the server rules.
basically everything a leader would be doing in the middle ages. http://erecia.net/forum/m/9965577/viewthread/5373060-leaders-guide
